Usage: Imminent, Impending, Threatening. Imminent is the strongest: it denotes that something is ready to fall or happen on the instant; as, in imminent danger of one's life. Impending denotes that something hangs suspended over us, and may so remain indefinitely; as, the impending evils of war. Threatening supposes some danger in prospect, but more remote; as, threatening indications for the future.

I would say that of the three synonymous usages in the example above, that "threatening" is about the best you could do for an al-Qaeda attack on the US using Iraqi-supplied chemical, biological or nuclear weapons. Bump it up to an al-Qaeda attack on US interests abroad using an '88 Fiat loaded down with C4 moves it up a notch to "impending" (as in, "the impending threat of terrorism.") But be realistic -- if HUssein has the weapons, if Hussein would give or sell them to the al-Qaeda, the al-Qaeda must still gothrough the monumentally complicated task of figuring out some manner of disbursement and then manage to successfully pull it off. Naturally the uber-Rechts will scoff at this and point to various successful al-Qaeda attacks as evidence of their "might," but really, you're showing an awful lack of respect and faith in your vaunted country to run scared from phantom al-Qaeda attacks IMHO.
